From time to time I like to do an After Action Review (AAR) for the Women's Only Shoot On The Move on Sunday, December 18th. We had 7 Shooters. 7 safety officers/instructors for the class: Steve P Steve Z Sarah Randy Gerard Kris Andy This made for a 1:1 ratio of safety officer to shooter and expedited shooting for everyone. Without these folks giving their time and knowledge I could not continue to do these shoots. I truly believe that I would of burned out a long time ago without so much help from so many fine people as these. Also Special thanks to Shelley http://shelleysargent.com/ from West Coast Armory for the presentation from a women's point of view on carrying and other topics. Great support from WCA so please do recognize them and let them know when you revisit the range. Also to WaGuns for the PIF (Pay It Forward) for a slot for one lucky women (Jaime). Please visit the site and let them know you joined. http://waguns.org From my perspective all went well. Good hands on demo from everyone - everyone was safe and followed range rules at all times. With such a small class it was easy to have lots of range time so I hope everyone was satisfied with the amount of shooting and practice and the helpful hints that were given out during the shoot.
Basics were covered and I do hope that the safety aspect of a cold range, basic range commands and proper "show and make clear" became second nature by the time we were done (meaning when you were done shooting - shooters demonstrated that their firearm was clear - nothing in the chamber and no magazine in the firearm) and to "slide forward" and "hammer down." Lunch was provided so I hope everyone enjoyed the sandwiches from Tony Maroni's in Bellevue. The Open shoot table was I believe was an amazing example of gun people sharing what they have... We had 2 tables full of different firearms. I hope you got to try some out! Special thanks to everyone that donated a fiearm with ammo to this portion of the shoot! Again, it is my pleasure to coordinate these shoots. I believe that women should become more familiar with firearms and different options for self defense. I do not do these shoots to make money. I do enjoy putting them on and I do hope folks see and get value for coming. Now in closing I encourage you to practice. All skill levels are welcomed. We go very basic to more intermediate skill sets. We try to make it fun and easy to learn and shoot well.
This is an indoor range in Bellevue/Factoria. It's one of the premier ranges so weather won't be a factor, in so much that, as long as you can get there... Inside you'll be introduced to their LEO Bay. Food and snacks are included but if you want to share... please bring something.
Must have good solid holster with firearm (any caliber is fine). Solid is one that can withstand being holstered and reholstered without difficulty. I do recommend at least 300 rounds and at least 2-4 magazines. This is meant to introduce women to self defense minded scenarios and beginning marksmanship skills pertaining to shooting on the move. www.shootonthemove.org
2) Women's Shooting Group by Sarah: A number of ladies are working to form a shooting group. If you are a lady and interested in shooting with other women, please email Sarah at sarahdanko@yahoo.com. In Sarah's words, "all experience levels are welcome. We are just looking for ladies that want to shoot. The group plans to meet once a week at different ranges. You can attend as you like (no commitment needed). We will try out ladies night at the different shooting ranges (so range fees will be free or at least less expensive). We can decide if we want to branch out from there. It will be relaxed time to shoot with other ladies, exchange tips, and maybe catch a coffee after the range. Come join the fun!"
I have great hopes for this group. Do know that several instructors and range safety officer have volunteered to coordinate a group shoot in the action bays.... so get active and learn. We all start off someplace... there are folks willing to help you as much as they can... So guys get your gals connected with Sarah!

We have had a potluck in the past. A friend and I normally get hamburgers and hotdogs. Then have others bring salads, chips, desert, and such. Soft drinks, etc. Donations would be fine to help cover the cost of the burgers and such.

The people who own the party barn let us use it for free. Mike has been generous each time and has given them a gift of flashlights. They really appreciate the lights and we always clean up the place, so they are happy to let me use it again.
Bring every flashlight you own. Maglights to all the high tech stuff.We'll break up into groups like EDC (everday carry) to home or car... Cost and of course... SHTF (sh*t hit the fan) to whatever.No prizes but a good avenue for those deciding what flashlight to get. So put it on the calendar and I'll see you then!I do have to say I might have the brightest spotlight for under $100 (pocket size). Let's see if someone has something brighter in about the same size package/cost.PS if you have connections to vendors... let's do it! I'll call around and see if they can come out! 
I chose this location as it's relatively close to major highways (I-5, I-405 and Hwy 167), it's far away from homes, is not gated closed, has parking spaces and space to spread out, has bathrooms and tables.
RULES: No handling of firearms. No showing of firearms. No weapon mounted lights (you can detach them but no firearms).
If it looks like a firearm - no go. Only flashlights. I plan on inviting the Kent PD to showcase what they have for duty gear.

Sunday, July 17th 10-12pm and 1-3pm
History: Currently, Washington State residents may own a suppressor (NFA item) but are not allowed to legally shoot them under current old state law. HB1016 goes into effect on Friday, July 22, 2011 allowing those that have a suppressor legally to be able to shoot them at ranges.
*Please note every range has it's own rules so please call ahead to ensure that range is allowing their use.
In preparation of this NEW ability for Washington State residents to be able use them I am coordinating a meeting with an attorney to discuss the benefits of using a Trust to cover and apply for the suppressor. Do know that there are basically 3 avenues to apply for a suppressor... 1) as an individual 2) Documents of Incorporation and 3) Trust
The quick downside of 1) individual is that you must obtain the signature of your CLEO (Chief Law Enforcement Officer) meaning your local town Chief of Police or County Sheriff which may be very difficult depending on your location and background. 2) incorporation has several annual fees associated with going this route. So from a cost perspective and on going maintenance may require more money than you may want to invest. 3) Trust is simple yet complex in the sense that there are many off the shelf computer programs you can buy that cover general "trust" but none that are specific to gun trust. So, you may think you have a trust that covers your suppressor and it's use but from a legal standpoint unknowlingly put yourself and your family at risk.

In the past Washington State residents were Federally allowed (NFA Tax Stamp) to own suppressors but Washington law made it illegal to shoot them. HB1016 has changed this...
So, let's meet and shoot them!

This is an After Action Review (AAR) for the Low Light shoot on May 28, 2011 at West Coast Armory www.wctle.com AAR's serve as a function to see what happened and see where we can improve. If you have any input please email me.
This AAR is from what I know at the time of writing and mainly focuses on my perspective of the shoot.
We had 11 shooters for the day with 3 safety officers (Steve, Gregg and Ed). Started at 10 and overall all went well.
We finished up at 2:30. Thanks Ed for bringing the red lights! And a Big Thanks goes out the folks at West Coast Armory for their support of these shoots there!
No major safety violations to report. The shoot progressed with full light exercises to include movement (shoot on the move). After everyone was doing well... we moved to reducing the light and incorporating the use of flashlights in conjunction with engaging targets and shooting. We did go total dark and we can improve on the layout and scenario. I wanted to keep it loose enough so that everyone shooting it had to identify and overcome no shoot targets.
Overall, I got all the points I wanted to stress. Use of flashlight. Keep it simple principal. Hands on experience with flashlight and low to no light situations.
Size of the shoot was really good.
Lessons learned: I hope everyone that was there now understands how important a good flashlight is for self defense and how to employ them if ever needed. We had a wide range of lights being used. One was even firearm mounted (please note if you are going to use a firearm mounted light - you need a holster for it). The lights ranged from the really special high end to really everyday supermarket specials you can buy at any local drug store. Many were in the 40-90 lumen range. I do recommend a simple on/off design. There were a few with many features from low to flashing and everything in between. When doing these shoots its best to keep it simple as in real life you don't need all those extras. When we start getting all these fancy extra's... it just gets in the way. I try to avoid the "tacticool" effect as it's good for the movies but not for real life.
The shoots that I put on are mainly focused on self defense techniques and scenarios. For those wanting more tactical teachings there are many out there. I focus on just giving you the ability to practice the fundamentals of what to do and "how" do you actually... hands on do it.
Food and Thai Chili peppers did the trick. Good food and it's amazing still that we ate it in the dark!
Lastly, we incorporated an idea to check out different firearms. We all own different guns. We buy what we like and that is pretty much all we experience. We had a table at the end and had everyone donate their firearms. We had it all - from historic to semi, 1911 and revolver designs. This gives the shooter a choice to see and shoot something different and maybe totally new to them. The idea stems from "picking up" a found gun for whatever war or disaster scenerio you may play. But besides the "what if" games. It's just fun shooting something totally new to you.
I do hope the shooters had a good time and learned and took several things away from the shoot. It's not everyday or even a few times in your lifetime you will be able to shoot in the dark. The overall majority of us don't usually have access to shooting in the dark (low light, etc) but the vast majority of self defense shoots happen at dusk to dark (>70%).
If you have an interest in helping me... I am always looking for more help. From instructors to safety officers and everyday volunteers. There is always something to do. Share the workload and help the shooting community... I know I have always wanted someone to put these types of shoots on... when I was a shooter. I'm just the guy who has stopped wanting and started doing...
Future dates: Next one is projected in the August time frame. With my schedule and such I am forecasting the next SOTM at Renton Fish and Game in the August timeframe. May have to focus on a weekday? This time period is a busy one for RF&GC. Stay tuned.

The 2011 regular legislative session ended on Friday, 22 April. Governor
Gregoire called a 30-day special session, to begin on 26 April, to give
legislators additional time to come up with a biennial (two-year) state budget.
We're more than half way through the special session -- no budget yet! The
Tacoma News Tribune is speculating that a second special session may be
necessary.
Governor Gregoire has signed into law all three gun-related bills that passed
the legislature during the regular session. HB 1016 allows use of firearm
suppressors (silencers) if they are lawfully possessed under federal law. HB
1455 mandates petitions for restoration of firearm rights due to a
disqualifying conviction or commitment be filed either in the county of
residence of the petitioner or in the county where the conviction/commitment
occurred. SHB 1923 requires denial of a concealed pistol license in the
applicant cannot pass a federal NICS (National Instant Criminal Background Check
System) check.
All three bills take effect on 22 July 2011.
The language used in SHB 1923 was supposed to give us a "NICS
alternative" CPL, meaning a person with a valid, current CPL issued after
7/22/2100 would not be required to undergo a NICS check when purchasing a
firearm from a licensed dealer. BATFE has yet to make the formal determination
that the new law meets the federal standard, although we were told informally
during session that it did.
Keep in mind that, just as the legislature stands for a two-year term
(2011-2012 biennium), all bills filed during any session remain available for
action by the legislature. Bills that "died" during the session
because they failed to pass one of the cut-off dates may be "resurrected"
in future sessions. In addition, new bills may be introduced. All of the
gun-related bills filed during the 2011 regular session are listed below, with
their current status.

I MISSED ONE PRO-GUN BILL
GOAL ALERTS
Regarding the NICS-alternative status for Washington CPLs, the correct date
should read "CPL issued after 7/22/2011." I suspect not to many
of us would be around to have a CPL issued after 7/22/2100! Thanks to a
sharp GOAL Post reader for catching that one.
A week before the regular session ended, Rep. Brian Blake (D-19), one of the
strongest proponent of our right to keep and bear arms in Olympia, introduced
HB 2099. The bill would open the door once again to lawful possession of
short-barreled rifles and short-barreled shotguns. The bill was filed too
late for consideration in this year's session, but will be at the top of the
stack for 2012. Another sharp-eyed reader caught that one!
Up until 1994, there was no restriction on the possession of short-barreled
rifles and shotguns in Washington, provided they were possessed in compliance
with federal law (just as suppressors are lawfully possessed). Back when
Rep. Marlin Appelwick (D-Seattle), and Senators Phil Talmadge (D-Seattle) and
Adam Smith (D-Federal Way) were drafting the so-called "Youth Violence
Act" (E2SHB 2319), they added a provision banning the possession of these
heavily (federally) regulated firearms. There was no good reason for than
ban in 199, nor is there one today. Hopefully the bill will move forward
next regular session.
As I noted at the end of the narrative in the Summary message just released, I
will continue to publish GOAL Alerts as necessary between legislative sessions.

2nd Annual Washington State Second Amendment Rally will be held on Saturday,
April 30 2011, from 10:00 a.m. to 4:00 p.m. at Tivoli Fountain
Park, on the grounds of the State Capitol in Olympia, Washington.
This year's Washington State Second Amendment Rally is being organized by
several Second Amendment Advocates and Advocacy Groups. All who stand with us
in supporting and protecting our Second Amendment Rights are invited.
This is a family oriented event and all ages are welcome!
Come and learn more about Washington State Gun Rights Legislative issues as
well as Nationwide Gun Rights efforts and legislation.

SESSION ENDED TODAY -- SORT OF
GOVERNOR CALLS SPECIAL SESSION TO BEGIN TUESDAY

NRA CONVENTION NEXT WEEKEND IN PITTSBURGH
Under the state constitution, in odd-numbered years the legislative session can
last up to 105 days. In even-numbered years, the limit is 60 days. The
principal purpose of the long session is development of the two year (biennium)
state budget. The legislature adjourned today, two days early, after failing to
reach agreement on the 2011-2012 budget. Legislators will go home for a brief
Easter holyday weekend.
Governor Gregoire has formally called for a special session of the legislature,
to begin Tuesday, 26 April. A special session may last up to 30 days, although
typically they end much earlier. While a special session is called for a
specific reason (in this case, adoption of a biennial budget), once in session
the legislature may choose to act on any bills or legislation they desire. (In
that sense, it is like a Constitutional Convention -- once the door is opened,
you lose control of who or what enters.) I would not expect the gun issue to
come up, but all bills previously filed may receive new attention, and new
bills may be filed. As always, eternal vigilance remains the price of liberty.
Two gun-related bills are sitting on the governor's desk, awaiting her
signature or veto. HB 1455, by Rep. Jim McCune (R-2), mandates petitions
(applications) for restoration of firearm rights (e.g. due to a disqualifying
conviction, commitment, etc) MUST be filed either in the county where the
petitioner resides or the county where the conviction (or other disqualifying
status) occurred. HB 1923, by Rep. Roger Goodman (D-45), adds federal
disqualifiers (prohibited persons) as a condition for denying a CPL. For those
of you who have CPLs, you may recall the warning notice on the full-0sized form
that notes state and federal prohibitions are different. Assuming the governor
signs the bill, that will no longer be the case, as regards CPL issue.
Unless a bill contains an "emergency clause," new laws signed by the
governor do not take effect until 90 days after the end of the legislative
session. HB 1016, the only gun bill thus far signed by Governor Gregoire, will
take effect on 21 July. At that point those of you who lawfully possess (under
federal law) suppressors may legally fire rounds through them.
I will publish a final summary GOAL Post when the special session ends and the
governor has taken action on bills remaining to be signed. GOAL Posts will be
published during the special session only if gun-related bills are acted on.
Next weekend, 29 April-1 May, is the time of the NRA convention and annual
meeting. This years' event takes place in Pittsburgh, PA. If any of you are
headed back that way, I'll be working at the Second Amendment Foundation booth,
#325, in the exhibition hall. Stop by and say hello. I typically see at least a
dozen Washingtonians there.
